根据欧佩克+(欧佩克和其他产油国的联盟)成员国目前的减产协议,俄罗斯承诺在2018年10月1142万桶的日产量基础上每天削减大约23万桶。
俄罗斯在遵守欧佩克+减产协议方面成败参半。为了达到目标,俄罗斯在今年第一季度逐渐减少了产量,但在5月至7月期间,由于通过德鲁日巴(Druzhba)管道运往欧洲的原油受到有机氯化物的严重污染,导致俄罗斯原油供应中断,因此俄罗斯在这3个月里又过度遵守了减产规定。
自8月份以来,俄罗斯的石油产量一直高于欧佩克+减产协议规定的目标水平。

Russia's Nov crude, condensate output above OPEC+ target at 11.24 mil b/d
Russia's crude and condensate output was again above its target level under the OPEC+ agreement in November, totaling 46 million mt, equivalent to around 11.24 million b/d, according to preliminary data released Monday by the Central Dispatching Unit of the Russian energy ministry.
Under the current agreement among members of OPEC+ -- a coalition of OPEC and other oil producers -- Russia committed to cut around 230,000 b/d from its October 2018 output of 11.42 million b/d.
Russia has had mixed success in complying. It gradually reduced production in the first quarter of 2019 to hit the target, before over-complying in May-July as a result of crude supply disruptions caused by a major organic chloride contamination of crude shipped to Europe via the Druzhba pipeline.
Since August, it has been producing above its target under the OPEC+ deal.
